BURLEY PARISH COUNCIL
Minutes of the Meeting of Burley Parish Council (BPC) held on Wednesday, 9th June 2010 at 7.00 p.m. in the Village Hall.
PRESENT: Councillors Mr. R. W. Hutchings (Chairman), Mrs. B. Taylor; Mr. I. Thew, Mrs. V. Thorpe and Mrs. V. Johnstone together with Mr J. West, the Parish Clerk and Councillor Mr. John Penwarden of New Forest District Council. Mr & Mrs Salmon and Mr P Bristow were also present for the public participation and the consideration of their planning application. Ms. Liz Weafer attended in her capacity as a reporter from the New Milton Advertiser.
1. Public Participation
Mr & Mrs Salmon and Mr Bristow spoke on behalf of their planning application for a conservatory, a previous application for a similar one having been refused upon appeal. The council then considered their response to the application and voted to recommend refusal, with one vote against the motion.

No Declarations of Interest were made by members in connection with any Agenda items.
4. Minutes of the last meeting
Resolved - that the Minutes of the last Meeting held on 12th May 2010 and the Clerk's report for that meeting, having been previously circulated, be signed by the Chairman as a correct record.
5. Matters arising in Clerk's report (including finance and replacement Clerk)
There were no matters arising from the previous Minutes. Actions taken in response to the numbered points in the Minutes of the last and previous meetings were noted, as recorded in the Clerk's report for the current meeting. These were, however, subject to update, comments or agreement on the following points (unless covered in later Agenda items):-
Affordable Housing. The Chairman would attempt to ascertain the position with land at Randall's Lane that had been offered to the Council some years previously.
Financial Report
1-3. Agreed - Income received and expenditure incurred since the last meeting as noted. Cheques to be drawn in respect of Outstanding Accounts as listed. 10. The Chairman signed off the latest Bank Statements, noting that they were seen to reconcile with the figures on the cash flow spreadsheet and the balances in the Clerk's Report. Other points contained in the Financial Report were duly noted.
The clerk reported that the accounts had been audited.The finance committee would meet to approve the accounts and the Clerk was to arrange a date time and place.
6. Correspondence
The clerk reported on and circulated a number of items of correspondence none of which required a resolution.
7. Roads and Traffic and Local Transport
The clerk was to review the bus shelter rota.
General Highway Matters
Councillor Thew reported upon current matters. The rest of Pound Lane was to be worked upon but not during the high season. It would be later in the year. However the Clerk was to write concerning the concern of the Council about the unfinished verges due to lack of soil. Concern was expressed about the signage at the junction at the Queens Head being changed without any consultation.
8. Legislation & Licensing, Law & Order and Regulations on Council Conduct
No items were discussed.
9. Young People in Burley (including Deer Hall and Burley Youth Forum)
The council formally adopted the resolutions concerning the decision to purchase a replacement hall as set out in the previous month's minutes.
Careful consideration needed to be given to the question of the access over the adjacent land and the need to plan for alternative accommodation.
10. Planning Policy and Progress of Burley Village Design Statement
No items were discussed.

12. Reports
Burley Living History project
It was with pleasure that the Clerk on behalf of councillor Peter Russell reported that the Lottery grant for the full £50,000\ had been granted and that work was to start straight away.
New Forest District Council
The Ringwood Gateway Project creating a new council building on the edge of the Furlong Car Park is to proceed.
NFNPA and Consultative Panel
No report.
13. Any Other Business
The clerk reported that the amount of precept appeared to be very low for the size of Parish. He invited the council to start considering a strategic review of its objectives in order that by the time of the next budget the council would have formed a strong view of its intentions and could put them into practice with an appropriate precept.
